Sixteenth Loksabha an> Title:    Issue regarding referring the matter relating to conduct of Member of  Parliament to Ethics Committee.    PROF. SAUGATA ROY (DUM DUM): Madam Speaker, with your permission, I want to change the subject of ‘Zero Hour’ and mention another matter. I have already written to you on this. Madam, please listen to me. You announced formation of an Ethics Committee about the allegations made by one CPI (M) Member, one Congress Member and one BJP Member yesterday. I strongly protest against referring the matter to the Ethics Committee. This matter relates to something which is dated April, 2014 and the video regarding that. HON. SPEAKER: Let the report come.

PROF. SAUGATA ROY: You have taken your decision unilaterally without ever calling anybody.  Now, if this becomes a practice in the House, anybody will do a sting operation.  It will be raised in the House and you will refer it to the Ethics Committee. माननीय अध्यक्ष : इससे पहले भी इसी तरीके से हो चुका है।

…( व्यवधान)

PROF. SAUGATA ROY : Madam, this is simply not done.  There was not even a formal motion before you.    HON. SPEAKER: It is there; I have; I will show you. I am sorry.

PROF. SAUGATA ROY: There was no formal motion. You unilaterally, one-sided took a decision.  Since this concerns some of us, I raise my strong protest.  I have full respect for the Ethics Committee headed by Shri L.K. Advani.  I know that he will be fair.  But, to drag Members to an Ethics Committee unilaterally on the basis of an unverified.. HON. SPEAKER: I am sorry; Shri Mukesh Rajput ji.

HON. SPEAKER: No, nothing like that.
