(1)No Ammonium Nitrate shall be manufactured or converted except under supervision of a competent person.Explanation. - The competent person referred to in sub-rule (1) shall be a person with degree or diploma in engineering or graduate in science having minimum five years' experience in chemical or explosives industry as an essential qualification and diploma in industrial safety as an optional qualification and shall be employed by the licensee to ensure compliance of safety norms for manufacture and conversion of the Ammonium Nitrate.
