                     PRAYER: Writ Petition is filed under Article 226 of the Constitution of
                     India, praying for the issuance of a Writ of Certiorarified Mandamus,
                     calling for the records relating to the impugned communication of the
                     sixth respondent dated 12.02.2022 in TOS/16/1719 and quash the same
                     and consequently direct the sixth respondent to confirm the petitioner
                     tender in respect of supply of food items by operating industrial canteen
                     in TNPL Ltd., Unit-II, Mondipatti, Manapparai Taluk, Trichy District.

2.The petitioner challenges the impugned order whereby he has been black listed. The petitioner's grievance is that he was not put on notice before black listing. It is well settled that an order of black listing has serious civil consequences and it should be passed only after complying with the principles of natural justice. Since notice was not given to the petitioner, the order impugned in this writ petition is set aside. This writ petition is allowed. The period for which the petitioner was black listed has since expired also. The interim order granted by this Court in W.M.P(MD)No.9039 of 2022 stands automatically vacated.

Consequently, connected W.M.P(MD)No.5387 of 2022 is closed.
