Section 30A(6)(b) in The Orissa Co-operative Societies Rules, 1965

(b)At the expiry of the time specified for the receipt of the nomination paper, the Election Officer shall draw up a horizontal line under the last nomination paper, received for the constituency or otherwise in the Register and write underneath "Nomination Closed" and fix his signature with date and time. No nomination papers shall be accepted after nomination has been closed.
