Section 26(4) in The Bihar Primary and Middle Education Rules, 1961
(4)Except the sums on account of the price of equipments and teaching and craft materials for which orders have to be placed at the district headquarters, all other sums shall be remitted on a monthly basis to the Headmaster or teacher-in-charge of the school or where it is necessary, to the Secretary of the school, the details being mentioned in the Money Order coupon.
