Section 3(5)(a) in The Protection Of Plant Varieties And Farmers’ Rights Act, 2001

(a)The Chairperson, to be appointed by the Central Government, shall be a person of outstanding calibre and eminence with long practical experience to the satisfaction of that Government especially in the field of plant varietal research or agricultural development.
