Section 12(1) in The Punjab Habitual Offenders (Control and Reform) Rules, 1957
(1)If after going through the record of the proceedings laid down in rule 11, the District Magistrate is satisfied that an order under section 10 should be issued, he shall issue an order to this effect in Form No. 9.
