Section 354(1) in Karnataka Municipal Corporations Act, 1976
(1)Every person intending to,-(a)construct or establish any factory, workshop or work-place in which it is proposed to employ steampower, waterpower, or other mechanical power or electric power, or(b)to install in any premises any machinery or manufacturing plant driven by steam, water, electric or other power as aforesaid, shall before beginning such construction, establishment or installation make an application in writing to the Commissioner for permission to undertake the intended work.
