Section 11(1) in Indian Medicine Central Council (Election) Rules, 1975
(1)On the date and at the time appointed by the Returning Officer for the scrutiny of the nomination papers, the candidates and the proposer and the seconder of each candidate may attend the office of the Returning Officer, who shall allow them to examine the nomination papers of all the candidate which have been received by him as aforesaid.
