Section 146(1) in The Orissa Motor Vehicles Rules, 1993
(1)An appeal under Rule 145 shall be preferred in duplicate in the form of a memorandum setting forth concisely the grounds of objection to the order of the Chairman, State Transport Authority and shall be accompanied by a fee Rs. 15 (Rupees fifteen) in cash and a certified copy of that order.
