Section 12(4) in The Orissa Cinemas (Regulation) Rules, 1964
(4)Fees for annual inspection of electrical fittings shall be deposited by the licensee by 31st January each year and the inspection shall, as far as practicable, be completed by the concerned authorities by 30th April :Provided that a fresh inspection of the electrical fittings may be dispensed with in case of cinema houses for which electrical inspection has already been done during six months preceding the 31st January in connection with issue of a new licence for the premises.
