(2)The pipeline and its components shall be designed and constructed in accordance with a code recognised by the Chief Controller or OISD Standard-141 regarding design and construction requirements for cross country hydrocarbon pipelines and shall be capable of withstanding a pressure which shall not be less than the maximum working pressure thereof plus an allowance for surge pressure, as anticipated.
