3. The present petition seeks to assail the order dated 29.11.2019 passed by the Central Information Commission (CIC)

4. Learned counsel for the petitioner submits that the petitioner's second appeal has been rejected by a Larger Bench constituted by the Commission on a ground, which was neither taken by the respondents in the original proceedings nor during the course of the first appeal.

5. Issue notice. Learned counsel for the respondent accepts notice. He prays for, and is granted, six weeks' time to file counter affidavit. Rejoinder be filed within four weeks thereafter.
