(13)for the regulation of hotels, lodging houses, boarding houses, choultries, rest-houses, emigration depots, restaurants, eating houses, cafes, refreshment rooms, coffee-houses, tea stalls and any premises to which the public are admitted for repose or for the consumption of any food or drink;
