Section 21(iv) in The Punjab Maintenance and Welfare of Parents and Senior Citizen Rules, 2012
(iv)Illiterate or infirm senior citizens may be admitted without any formal application, if the District Magistrate or any other officer authorized by him this purpose, is satisfied that the senior citizens is not in a position to make a formal application, but is really in need of shelter.
