11. Quorum : Proceedings not invalidated by reason of vacancies.
- (i) Nine members of the Council shall form a quorum for a meeting of the Council.(ii)Subject to the provisions contained in sub-clause (i) no act or proceedings of the Council shall be invalid merely by reason of the existence of any vacancy among the meetings of the Council.
