Section 10(1)(a) in Jharkhand Government Servants (Classification, Control & Appeal) Rules, 2016

(a)subsistence grant an amount equal to the leave salary which the Government Servant would have drawn, if he had been on leave, on half pay addition in dearness allowance admissible on such half pay;
