Section 41(1) in The Bihar (Coal Mining) Area Development Authority Act, 1986
(1)Subject to the provision of this Act or any other law for the time being in force, the Authority may, as soon as may be, after the Development Plan has been approved by the Government or if so directed by the Government, shall prepare one or more development schemes for the area within its jurisdiction or any part thereof;
