(b)the conditions in such licences or permits relating to the persons or classes of persons to whom a licensee may or my not sell excise opium, medicinal drugs or poppy-heads or limiting the amount of excise opium, medicinal drugs or poppy-heads which may be sold to any person or class or persons ;
