Section 1089(a) in Police Regulations, Bengal , 1943
(a)Unless otherwise specifically ordered, the Superintendent shall address all correspondence intended for the Inspector-General to the Range Deputy Inspector-General who will pass final orders when competent to do so and will submit to the Inspector-General, in self-contained letters, only those cases requiring his orders.
