Section 16(2) in West Bengal Veterinary Practitioners Act, 1960
(2)The Council may, with the prior approval of the State Government, make regulations determining-(a)the qualifications, the emoluments and the conditions of service of its employees other than the Registrar, and(b)The rates at which and the conditions under which travelling (sic) may be drawn by members of the Council.
