Section 19(4)(iii) in The Orissa Medical Registration Rules, 1965

(iii)If the largest number of votes be secured by two or more nominees, the Chairman may make the selection by lot drawn in such manner as he thinks fit and the person so selected by lot shall be declared as the duly elected President;
