(2)In particular and without prejudice to the generality to the foregoing power, such regulations may provide for all or any of the following matters, namely:-(a)the powers and duties of the Secretary under sub-section (1) of section 8;(b)the salaries, allowances and other conditions of service of the Secretary, officers and other employees under sub-section (3) of section 8;(c)the terms and conditions of the consultants appointed under sub-section (4) of section 8;(d)the rules of procedure to be observed by the Central Commission under sub-section (1) of section 9;(e)the manner in which charges for energy may be determined under section 28.
