Section 8(a) in Tamil Nadu Town Panchayat Establishment (Qualification and Recruitment of Office Assistants) Rules, 1988
(a)The appointing authority shall apply to the employment Officer of the area (hereinafter referred to as Employment Officer) for recommending a panel of suitable candidates where any of the post falls vacant and an appointment has to be made thereto.
