(4)The Board shall either sanction the proposed circles, soil classifications, rent-rates and other matters recorded under Sections 110 and 111 or may, for reasons to be recorded, sanction them with such modification as they think fit and the rates so sanctioned shall be sanctioned rates.Commutation, Abatement and Enhancement of Rent
