(3)The Licensing Authority may, after such enquiry as it deems fit, grant or renew a license subject to the conditions specified herein or for reasons to be recorded in writing, refuse to grant or renew a license;:Provided that no order shall be made under this clause unless the license has been given a reasonable opportunity of being heard.
