Section 39(a) in Uttarakhand Panchayati Raj Act, 2016

(a)all records of Gram Panchayat shall be in the custody of its Pradhan. The secretary of Gram panchayat shall be liable for the maintenance of the records, which are in the supervision of Gram Pradhan;
