Section 13(8) in The Prohibition of Employment as Manual Scavengers and their Rehabilitation Rules, 2013
(8)On finding that a local authority, person or agency is engaging in or employing a person in hazardous cleaning, the inspector shall instruct such authority, person or agency to stop such undertaking of cleaning immediately and shall serve a notice in writing in this regard in Form annexed as Annexure-III to these rules.Chapter-V State Monitoring Committee
