(1)Where [a licensing authority refuses to issue or renew, or revokes, any driving licence, or refuses to add a class of motor vehicle to any driving licence] [Substituted by Act 100 of 1956, section 12, for 'the licensing authority refuses to issue or revokes or refuses to renew any licence' (w.e.f. 16-2-1957).], it shall do so by an order communicated to the applicant or the holder, as the case may be, giving the reasons in writing for such refusal or revocation.
