Section 12(1) in The Punjab Agricultural University Act, 1961
(1)The Vice-Chancellor shall be the principal executive and academic officer of the University and the Chairman of the Academic Council and shall, in the absence of the Chancellor preside at a convocation of the University and shall confer degrees on persons entitled to receive them.
