Section 6(3)(a) in Manipur Home Guards Act, 1989

(a)Every member of the Home Guards shall on enrolment receive a certificate in the form specified in the Schedule, under the seal of the Commandant General in the case of officers and of the Commandant in the case of volunteers by virtue of which the person holding such certificate shall be vested with the powers and privilege of a member of the Manipur Home Guards.
