Section 9(1) in The West Bengal Universities and Colleges (Administration and Regulation) Act, 2017
(1)There shall be a Students' Body or Union, as the case may be, in every college and the General Secretary of such body or union shall be a member of the Governing Body, for a period of one year from the date of his election.
