Section 23(1) in Andhra Pradesh Municipal Councils/Nagar Panchayats (Direct Election of Chairperson) Rules, 1986
(1)Subject to the other provisions of these rules, a voter of a ward may if he is subjected to preventive detention under any law for the time being in force, give his vote by postal ballot at any election in such ward where a poll is taken.
