71. Difficulties.- If at any time, it appears to a 1* * Panchayat-
(a)that it has no jurisdiction to try a case or a suit;(b)that a case or a suit is of such a nature or of such difficulties that it should be tried by another court;it shall, by order in writing, stating therein the dates of presentation and return of the petition, direct the complainant or the petitioner, as the case may be, to present the complaint or petition to the proper court.
