Section 7(2)(b) in The Punjab Prevention of Beggary Rules, 1975

(b)have the power to transfer any person detained in a Certified Institution to another Certified Institution either within the State or outside the State subject to the following conditions namely -
(i)every direction for transfer of such person shall be issued with due regard to the accommodation [available] [See Punjab Legislative Supplementary Part III, dated 13.4.1979, Page 233.];
