Section 268(2) in Siliguri Municipal Corporation Act, 1990
(2)It shall be lawful for the Chief Executive Officer or any person authorized by him in this behalf to make forcible entry into any land or building or break open any door, gate or other barrier, if the same is considered necessary for carrying out the purposes of this Act, after calling upon two or more respectable inhabitants of the locality to witness such entry or opening.
