Section 24(4) in The Opening of Delhi Metro Railway for Public Carriage of Passengers Rules, 2002
(4)For new designs of rolling stock, oscillation and or other trails are required to be conducted as per the procedure specified by Central Government from time to time to determine safe speed potential and stability of rolling stock. This provision shall apply for increasing the speed of existing rolling stock by making improvements.
