Section 83(1) in The Himachal Pradesh Panchayati Raj Act, 1994
(1)Notwithstanding anything contained in the Act the State Government may, by general or special order, entrust to the Panchayat Samitis preparation of plan and implementation of schemes for economic development and social justice including those in relation to the matters listed in Schedule II.
