Section 2(a) in Orissa Land Encroachment Act, 1947
(a)land acquired under the provisions of the Land Acquisition Act, 1894, (I of 1894) for the purposes of Government, or any Local authority or a Railway Company while such land remains as the property of Government, Local authority or Railway Company as the case may be;
