Section 49(1)(c) in The M.P. Municipal Service (Executive) Rules, 1973

(c)The pay and other emoluments, including travelling and other allowances of the members of the service shall be a charge on the Municipal Fund in the Municipality in which he may happen to be an employee from time to time.
