(2)If the Pramukh fails to call up the special meeting under sub-rule (1), the Up-Pramukh shall call up such meeting and on his failure also to do so, one third of the total number of the members may themselves fix a date for calling up such meeting, and request the Executive Officer to call the said meeting. On such request, to issue notice to members and take necessary action for organising the meeting will be binding for the Executive Officer.
