Section 45(1) in Andhra Pradesh Farmers Management of Irrigation Systems Rules
(1)If any question arises to the interpretation of these Rules otherwise than in connection with an enquiry held under the Rules, for the decision of disputes as to the validity of an election or in removing any difficulty in giving effect to the provisions of the Act, the question shall be referred to the Government whose decision thereon shall be final.
