(c)the payment of travelling allowance and daily allowance to the Chairman or Members of the Bhumi Prabandhak Samiti, who is authorised by a resolution of Committee to conduct suits and proceedings, when the Bhumi Prabandhak Samiti has not got sufficient income to meet the same;
