Section 42(1) in The Orissa Municipal Corporation (Division of City into Wards, Reservation of Seats, and Conduct of Election) Rules, 2003
(1)Every ballot paper shall have a counterfoil attached thereto and the said ballot paper and the counterfoil shall be in Form No.XV and shall be serially numbered.
