Section 21(1) in The Capital of Punjab (Development and Regulation) Act, 1952
(1)The [Central Government] [Substituted for the words 'State Government' by Punjab Reorganisation (Chandigarh) (Adaptation of Laws on State and Concurrent Subjects) Order, 1968.] may by order direct that any power exercisable by it under this Act shall be exercisable, subject to such conditions, if any, also by such officers subordinate to the [Central Government] [Substituted for the words 'State Government' by Punjab Reorganisation (Chandigarh) (Adaptation of Laws on State and Concurrent Subjects) Order, 1968.] as may be specified in the order.
