Section 21(2) in Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016
(2)The State Government shall allow surrender of a mining lease under sub-rule (1) if the following conditions are satisfied:(a)the lessee has submitted documents to evidence implementation of the approved final mine closure plan; and(b)all dues with respect to the mining lease have been settled.
