Section 131(2) in The U.P. Municipalities Act, 1916
(2)The [Municipality] [Substituted by U.P. Act No. 12 of 1994.] shall also prepare a draft of the rules which it desires the [State Government] [Substituted by ALO 1950.] to make in respect of the matters, referred to in Section 153.
