Section 10(ii) in The Orissa Agricultural Produce Markets Rules, 1958
(ii)Every nomination paper shall be signed by two persons qualified to vote as proposer and seconder and the candidate shall sign a declaration on it expressing his willingness to stand for election to the Market Committee.
