Section 9(1) in The Merchant Shipping (Prevention of Pollution by Harmful Substances Carried by Sea in Packaged Form) Rules, 2010
(1)Jettisoning of the harmful substances carried in packaged form is prohibited except where necessary for the purpose of securing the safety of the ship or to save life at sea.
