Section 15(2) in The Orissa Urban Police Act, 2003
(2)If any person, being so appointed, employed or deputed as a Special Police Officer or Additional Police Officer, without sufficient excuse, neglects or refuses to obey such lawful order or direction as may be given to him for the performance of his duties or, on ceasing to be a Special Police Officer or Additional Police Officer, fails to deliver up forthwith his certificate, clothing, accoutrements, arms, ammunition and other necessaries which have been supplied to him for execution of his duty, he shall be liable, upon conviction before a Magistrate, to a fine not exceeding five hundred rupees for such neglect, refusal, disobedience or failure to deliver up:Provided that in case of failure to deliver up the arms and ammunition he shall be deemed to be in illegal possession of such arms and ammunition and shall accordingly be liable under the relevant provisions of the Arms Act, 1959 and the rules made thereunder for such illegal possession of arm and ammunition.Chapter-III Duties, Powers and Responsibilities of Police
